The Federal health department says it is doing a good job in primary care, with its annual report (link) claiming it has met almost all its performance targets for this year.

Listing its major achievements, the Department of health and Ageing says it has improved patients’ access to after hours care by increasing funding agreements and also boosted treatment of the elderly with aged care plans and increasing GP visits to nursing homes linked to higher call out loadings.

The department also gives itself a tick for supporting GPs training, with almost all the 600 vocational training places filled. However, it admits that only 27% of medical graduates are seeking to enter the Australian General Practice Training Program.

In its 2007-2008 report the department also notes that it encouraged more non-VR GPs to undertake CPD offering higher Medicare rebates for services such as after hours programs.

In terms of primary care Medicare items, the report notes that bulk billing rates were increased slightly to 78.5%, and there were increases in uptake of practice nurse items, chronic disease management items, EPC allied health items and a three fold increase in Better Access Mental Health Care Items.

However the department concedes there has been a poor response to its Mental Health Nurse Incentive Program, which it blames on the shortage of mental health nurses and the ‘stringent eligibility criteria’.
